Development of a methodology and software and hardware complex for a systematic assessment of the security level of the territories of Ukraine based on satellite data under conditions of multiple military threats

A comprehensive analysis of methods for assessing territorial resources and human potential in conditions of constant military threats has been carried out. Approaches have been developed that allow determining: the level of protection of the territory, internal natural differentiation with the isolation of natural barriers, demographic indicators, the state of infrastructure, economic potential and opportunities for socio-economic transformation to improve population security.

The study is based on data from open sources, such as the World Bank portals, Copernicus, Sentinel Hub EO Browser, OpenStreetMap, etc. Remote sensing of the Earth was used to collect data in the territories adjacent to the borders with the Russian Federation and Belarus. A geodatabase has been created, which includes more than 50 thematic layers: satellite images Landsat, Sentinel, Copernicus DEM, data on infrastructure, buildings, land cover types and water bodies.

The data obtained are used to analyze the security level of the territories, in particular, to assess the passability of the terrain for equipment and manpower, as well as to study natural and anthropogenic barriers that can slow down the advance of troops. An integrated security model has been created that takes into account the influence of the relief, type of land cover, building density, infrastructure and economic potential. The analysis of the road network has shown its crucial role in population mobility and response to crisis situations.

The placement of infrastructure facilities in border areas has been separately studied using satellite data, artificial intelligence and deep learning. Based on the results obtained, scenarios for the transformation of territories to enhance defense capabilities and security have been developed.
